Charges considered for Frazier

Last month, the Platte County Prosecutor’s Office entered amended information for a felony, potentially upping the charges against at Northmoor man accused of a 2023 murder. 

On May 5, paperwork was filed stating that the prosecutor’s office believes Phillip Frazier committed first degree murder in the death of Cody Steffen. A hearing date on this filing has not yet been set.

Frazier is being held without bond, currently charged with second degree murder and armed criminal action.  The Platte County Sheriff’s Office and Riverside and Northmoor police departments responded to a shooting Friday, June 2, 2023 in the 2400 block of Vivion Road. Steffen, 32, was pronounced dead at the scene.

According to witnesses, the altercation started after a traffic accident near the Vivion West Shopping Center. In the parking lot of the strip mall, Steffen asked Frazier for his insurance information and Frazier pulled a gun, still contained in a holster, and pointed it at Steffen. Frazier removed the holster and shot Steffen at close range. Frazier was taken into custody shortly after the shooting.
