$1 million to be returned to taxpayers

The Platte County Commission this week approved a memorandum of understanding with the Park Hill School District to recover almost $1 million in senior tax credit funds that were overcharged and mistakenly sent to districts.

The MOU was unanimously approved at the Monday, Oct. 19 regular administrative session and will begin the recovery of monies overpaid to the school district.

According to commission documents, portions of the 2025 real property tax payments collected by the county included an increase in the school district’s bond levy pursuant to a ballot measure approved by the school district’s voters in 2025, which should have been excluded from the 2025 real property tax bills of those persons who had applied and been approved for property tax credits

In 2026, the county’s property taxes remitted to the school district included approximately $970,243.66 attributable to the additional bond levy which the county should not have collected from the affected senior taxpayers. The county has agreed to provide a credit on tax bills for 2027 to the affected senior taxpayers, and subject to the terms of this agreement, the county will withhold that amount from tax distributions to the school district over a three-year period, reducing the real property tax revenue distributed to the school district so that the school district will be able to budget properly for the next three years without unfairly impacting its operating budgets.

Commissioners said this was a start in recovering taxpayer monies that were mistakenly sent to several districts, including Platte County R-3 and North Platte.

Also at the meeting, Treasurer Chris Kendall questioned the county’s updated personnel policies and procedures manual, stating he had submitted numerous questions and suggestions that were essentially ignored. Kendall said the document seems to be designed to protect the commission and not to help employees to better understand procedures and benefits.

Commissioners refuted his comments and unanimously approved the manual.
